В нем изложены конкретные задачи работы в различных областях, приведена общая информация о наиболее актуальных проблемах, сформулированы практические шаги по реализации каждой программы и рассмотрен целый ряд вопросов, имеющих отношение к законодательному регулированию, применению положений Олимпийской хартии и Контракта о Городе-организаторе.
